Pooling is a flexibility mechanism in FEUM that allows the over-compliance of one ship to compensate the under-performance of other ships, provided that the total pooled compliance is positive.

• A ship’s compliance balance may not be included in more than one pool in the same reporting period.
• To establish a pool, a company must inform or register its intention in the FuelEU database which must be technically confirmed by the FuelEU database.
• Pool details, including verifier selection, must be validated by all participating companies.
• Pooling option is available for all ships covered under the scope of the regulation, irrespective of ship type and size.
• Pool composition compliance can include vessel from different companies which can undergo verification of their individual compliance balance from their dedicated verifiers, but the whole Pool compliance shall be verified by one main verifier.
